I think we need to get out ahead of this with NORTA for the Wabash Cannonball west of the county line. I'm very concerned that they'll hand over control of the trail to Toledo Metroparks as sections get paved. That will effectively kill all WCT caches. Let's talk to NORTA about specifically preventing that from happening in regards to geocaches in the right-of-way outside of Lucas County.

Is there an informal list of any caches that will be archived next year due to inactive COs?

After reading through that email, I would say they are taking lead from the Huron-Clinton Metroparks around the Detroit Metro. The policy sounds very similar with a couple of extra stipulations. Previously that Metropark group had been extremely supportive of geocaching until a new director came in. Now nearly all cachers have pulled out.

I have totally given up on the Metroparks. Good wishes to everyone who tries to carry on there.

I have one left in the parks and it will fit the new rules perfectly, in my opinion of course. Thinking about putting it on craigslist :D
