Unless I missed something, their website at the link you provided, tells little about the actual WiFi service provided.
It is free or pay? Does it provide Internet connectivity, or just access to their information sites?
The text on their webpage almost makes it sould like they are only providing the latter.
Having WiFi only means wireless connectivity to something. It does not mean Internet connectivity, despite the fact that it may imply such to many people.

Searching the term "MiWiFi" at their webpage found this document that explains that it is indeed Internet connectivity. And while the document does not mention if the service is free or not, the fact that service is through SBC, implies to me that it is NOT.
