Well, since the same 'unnamed' person is organizing the GW5 poker game and the MWGB poker game, I'd bet that registration for the MWGB game doesn't start until after GW5.

From, uh, ahem, prior experience with disgruntled cachers stealing my caches I know that all you need to do is start by sending an email to contact@geocaching.com. They are more than capable of tracking sock puppets and getting them banned, along with the original caching name.
